The evil men who are against the Spirit of God and the truth are often referred to as dogs in scripture; they are outside, their tongues are sharp and they gather together to surround the believer to attack, not for sin, but without cause, only to satisfy their hunger for blood.
Isaiah 56:10-11, Philippians 3:2-7 and Revelation 22:14-14.
