Although it doesn't always seem to be the preferred way of God in the scriptures, whenever a body of believers grows into a massive congregation, the people often split up administrative duties which are given to officers, judges or officials in ranks; the numbers of each division is most often broken into numbers divisible by ten, increasing into fifties, hundreds and so on.Deuteronomy 1:9-18, 1 Samuel 8:10-19 and Mark 6:35-42.
